Sir Frank McLoughlin CBE

Frank is one of the leading voices in the Further Education (FE) and skills sector.

For 14 years, until July 2016, Frank was the CEO/Principal of City and Islington College – one of the best performing colleges in the country, and the first to be twice awarded the Queens Anniversary Prize for Further and Higher Education.

He has advised on policy development at a local, regional and national level, and was Chair of the highly influential Commission on Adult Vocational Teaching and Learning (CAVTL), whose report ‘It’s about work’ continues to shape the future of Technical Education and Training.

From 2016-2023, Frank was an Associate Director of the Education and Training Foundation, where he led with Oxford Saïd Business School on the co-design and co-delivery of a Strategic Development programme for college CEOs/Principals, Deputies and Chairs. Frank continues to work as a Special Adviser/Executive Coach to a small portfolio of college CEOs and Chairs.

Frank is an Associate Fellow of the Oxford Saïd Business School. He is a Trustee of the Royal Anniversary Trust and the Joseph Aspdin Skills Trust. He is an Honorary Fellow of UCL and City University and a Companion of the Chartered Management Institute. Frank was awarded a CBE in 2009 and a Knighthood in 2015.
