Job Description

The Education and Training Foundation (ETF) helps ensure that the Further Education and Training sector develops world class leaders, teachers and trainers. We work across the whole FE sector and are funded by Government grant, commercial contracts, professional membership (The Society for Education and Training – SET) and accreditation fees and a variety of other business activities.

We are now looking to appoint a Procurement Manager to manage the commissioning of providers from the private, voluntary and community sectors to provide high quality services that support the delivery and achievement of ETF’s Grant and Contract objectives whilst maintaining compliance with legal requirements and internal policies and procedures.

The role will report into the Director of Business Strategy and will manage the commissioning processes to provide an effective, high quality, flexible and responsive service to internal and external customers through the commissioning life cycle from the decision to commission through market engagement, tendering and contracts.

The successful candidate will:

  • Educated to degree level with CIPS professional qualification
  • Comprehensive knowledge of procurement, contract management and commissioning delivery.
  • Demonstrable experience of drafting commissioning documents e.g. service specifications, questionnaires, CQ logs.
  • Good understanding of legal basis of commissioning, including procurement requirements and frameworks applicable to the public sector
  • Comprehensive understanding of how the commissioning function integrates with other business areas in order to achieve the goals of ETF
  • Ability to work with a wide range of external stakeholders to design and build professional development programmes
  • Advanced analytical skills in order to be able to evaluate factual and qualitative information in relation to contracts and procurement processes
  • Negotiation and influencing skills with good commercial awareness
  • Excellent strategic and analytical skills
